によると、
the kernel's time_status variable の bit 6 (ビットマスクは 0x0040)が unset だとこのモードになっているらしい。
これは adjtimex --print または ntptime コマンドの status 行で確認出来る。
日本語訳は「第 64 ビット」とかいう意味不明な誤訳が蔓延しているので要注意。

timedatectl コマンドで分かる模様

         'timedatectl set-local-rtc 0'.
