これが表に出てきたのは、2011年7月にTruth-Outが入手したことによる:

この資料は宣誓書などとセットになっていて、米国憲法が修正第1条が定める政教分離原則に反している。このため、ただちに、空軍は資料の使用を取りやめた：

この研修資料では、キーを回しボタンを押すことで、数万・数十万が死ぬことをわかった上で、決断することを求めている。そのことについて、聖書は引用されていない。

ここまでなら、キーを回さないという判断もありうるが、抑止力の観点からはそうでない。

抑止力を完遂するために、核兵器を発射する能力と意志を持たなければならない。我々はその意志を今持っているだろうか？　今から50年後はどうだろうか？
追加質問：核のキーを誰かに託して、別の任務に就けば、倫理的に問題なくなるのだろうか？

米国が核攻撃を受けた後で報復攻撃を行っても、米国市民の生命を守ることにはならない。にもかかわらず、その時点で、迷うことなく、敵の非戦闘員を虐殺する。その意志こそが、抑止力の根源であり、結果として敵の先制攻撃を躊躇させ、平和を維持することになる。したがって、キーを回さないと決断すれば倫理的に問題がなくなるわけではない。研修資料は、その点を突きつけるものになっている。

このあたりは、Joseph S. Nye Jr.の主張の反映でもある。

Since innocent people pose no threat, we cannot justify killing them under the moral principle of self-defense. Yet unilateral disarmament would impose a risk of harm to innocent people in this country. Steps that seriously weaken deterrence merely shift risks from one group of innocent people to another and may raise risks to all.

で、聖書は、矛盾する主張が幾らでも探せる都合の良い宗教文書だが、倫理研修資料の核抑止力についての部分には聖書は登場しない。ただ、それは核抑止力を語るために使える記述が聖書になかったからなのかは、わからない。

ただ、キリスト教が核抑止力に必ずしも否定的というわけではない。宗派により、その立場は多様である。

Christian just-war thinkers generally were and remain less comfortable than secular thinkers with nuclear deterrence. Since deterrence relies on a nation's implied threat to use the weapons if it is attacked, deterrence relies on the implied threat to kill the innocent. A further worry is that should any mistake occur on either side, such as an accidental launching, the nuclear powers would slide down a path that leads to killing of innocent people. Still, Christians, both laity and church leaders, have advocated stances across a spectrum: pacifists such as the Mennonites advocate unilateral nuclear disarmament; the U.S. Methodist bishops have condemned nuclear deterrence; the U.S. Catholic bishops have argued for temporary deterrence as a step toward disarmament; many American Christians think that the American nuclear deterrent is ethically necessary in a dangerous world; and many evangelical and Pentecostal Christians believe that nuclear weapons are foreordained God's plan for the end of the world. It is fair to say that the extensive traditions of ethical reasoning in Christianity weigh against nuclear deterrence on anything but a provisional basis, while popular Christianity -- especially in the United States and especially among evangelicals and Pentecostals with a dispensationalist understanding of the end time -- accepts or even encourages the holding of nuclear arms.

(a) it is counter-force
(b) in self-defence and
(c) prevention of nuclear war is seen as the over-riding duty.

3. The nuclear deterrent is an unsound basis for peace but is provisionally permissible, if:
(a) there is no first use;
(b) no war-planning;
(c) no destabilising systems, and
(d) simultaneous progress towards disarmament.

4. The nuclear deterrent must be rejected as irreconcilable with just war theory, because:
(a) a conditional intention to act immorally is itself immoral;
(b) nuclear weapons are essentially indiscriminate and potentially disproportionate;
(c) the risks of escalation and proliferation are too great; and
(d) even the (much exaggerated) Communist threat could not justify the use of such weapons.

5. The just war theory is outmoded and the nuclear deterrent must be rejected, either on the basis:
(a) that all wars are wrong and Christian values cannot be defended by force; or
(b) that the intention to use nuclear weapons corrupts society, and their use would be a blasphemy against God's creation.
