In the case of walking dead, for example, there are telexes sent shortly after the strike in Scrum Half by the Essex county control, which stressed the problem of:“…. attempting to keep zombies separate from clear local residents.” The “zombies” in question were largely the half million refugees from bombs on London and south east Essex who were tramping north east, away from the havoc. Other requests in the same set of telex messages from the control advised that a particular route was “passable but difficulties with refugees (so) inadvisable to send unprotected food convoy by this route.” Soon after the attack, the Essex Controller had reported that:

Later, the same Controller described plummeting police morale as the problems of controlling the public slipped beyond reach. Forty fire stations were besieged by mobs trying to get at their food supplies. Hundreds of prisoners were being held, with difficulty, by police, for crimes of murder and organised looting. The "zombies" were put away out of sight to await their deaths -- the County Controller minuted that he had "requested military to hold irradiated cases at refugee camps".
