KotaServer has a limit time for opening the whitelist.
You are only able to connect between 18:00 and 25:00, Japan local time as a "wakaba" at the initial rank.
Once you become to be the "Citizen", you can connect at any time after having the specific test in Japanese.
Please understand KotaServer will not be able to support except Japanese.
