UPDATE Added numerous rate limit checks (beyond our current lightluggage checks) to look for excessive packets that could cause zone crashes.
Rate limited packet enforcement sends the offending player back to the start screen (character select).
Rate limited packets include, but are not limited to: emotes, wide scan, jump, invalid npc responses, invalid trades.

UPDATE Updated our packet monitor for emotes to make them more lenient for those who attempt to wave to everyone around them and wave more than once per second.
Still, macroing 4-5 emotes together will land ya back at character select. Don¡Çt do that, it makes the server (and our bandwidth) sad.
