Paralyze has main effect which allows you to outspeed pokemon which would normally be outspeeded. So, you can improve matchups and reduce the damage you take to help sweeping.

This section introduces some generally useful countermeasures for ParaSpreading.
Many Pokemon which use ParaSpreading are Special Pokemon, so Snorlax can naturally check them.
And since Snorlax is naturally slow and assumes it will be outspeeded, it is suited well to absorbing Paralyze. It is also possible to cure Paralyze with Rest.
Except for a few cases such as vs Earthquake Snorlax and vs Rhydon which will be described later, Snorlax's Paralyze is hard to be exploited, so Snorlax is generally the best shield against ParaSpreading.
And since Snorlax is naturally slow and assumes it will be outspeeded, it is suited well to absorbing Paralyze. It is also possible to cure Paralyze with Rest.

However, if you lost Snorlax, if your Snorlax is Restless or your eventual sweeper and you need to be careful to use Snorlax, if checking ParaSpreader with a Snorlax can lead to exploitation, or if there is a Paraspreader which is inappropriate for checking with Snorlax, then taking Paralyze with a Speedy Pokemon is your only option.

In terms of track record in OU, Psychic / Thunder Wave / Rapid Spin / Substitute, which are similar in concept to this moveset, are probably more familiar.
Thunder Electric is vulnerable to Substitute itself, and Psychic's SpD down can make it difficult to check with Electric.
It's worse against Exeggutor, instead it makes it easier to gain advantage in Spikes War.
After the moveset is revealed, it can be exploited by Steelix and Tyranitar, but it can do Spikes off the former and ParaSpread the latter, so it's not completely helpless.
This moveset was adopted by the Sample Team before it was normalized, and has been used by Uncle EyeroII in the 2023 ladder.
