1703(RS2)においては従量制課金接続の仕様変更があり、それ以前とは違い、必要な更新プログラムは
従量制課金接続であってもダウンロード、適用されるようです。「必要な」ものですので再起動を伴うもの
と思われます。継続確認、対処法の検討が必要になるでしょう。
従量制課金接続とは、定額制とは違い、ネット接続において送受信されたデータ
の量に応じて課金額（請求額、支払額）が決定される仕組みです。一般的に接続
時間が長いほど料金が高くなると理解してもよいでしょう。
Windows 10における従量制課金接続
Windows 10の Windows updateに関しては、従量制課金接続の設定が利用
でき、Windows 10 1607(RS1)では、更新とセキュリティ の Windows Updateに、
更新プログラムの設定
利用可能な更新プログラムが自動的にダウンロードされ、インストールされます。
従量制課金接続（料金が発生する場合があります）では実行されません。
というメッセージも表示されます。
なお、Windows 10 の「設定」では従量制課金接続は主に Wi-Fiのところに出て
来ると思いますが、イーサネット（Ethernet）でも使えるという情報もあります。
そして、それは 1607(RS1)になってできなくなった、他のフリーウエアを使えば
できるというような情報もあるようです。必要ならネット検索の上試行のほど、
