It tries to carry a main plot and two subplots and just doesn't have the firepower to handle it. You are introduced to all 3 early on (Investigation of war crimes, general staff back-stabbing and rivalry, romance in flashback) but by the halfway point, the romance takes center stage for some reason and other two just sort of dissolve into nothing, leaving star power like Tommy Lee Jones wasted in the role. One gets the feeling that writers had something much grander in mind. A long epic, perhaps, but maybe a studio boss decided it needed to be short and sweet and a whole lot of things ended up on the cutting room floor. To be honest, the fictional tale of romance (General Bonner Fellers was actually married) must have been added to try and stave of being classified as some dry docudrama, yet a docudrama would have been preferable in my opinion since this period of time is fascinating and has never really been dealt with in film with any level of detail. I gave two stars. One for acting which is fair to good, and one for the cinematography. The film "looks" good. Just a side note: I find it difficult or impossible to believe that a General on MacArthur's staff would just stroll around, alone, without some sort of attending soldiers or bodyguards in occupied territory. This bothered me throughout the film and I admit, it took me out of the film quite a bit when it happened, which was often. For the TLDR crowd: Missed opportunity. It was in both languages, side by side and basically claimed the US naval blocked on Japan was starving them for crude oil and was an act of war. I find it curious that in this day and age, no other copies or even internet versions are to be found. I found the debate and explanation by the Japanese general very enlightening, claiming that Japan only copied the fine US example, that Japan drove out earlier invaders of the east Pacific, Britain, US who drove Spain of the Philippines, and France earlier.... and that Japan had only used the fine US model as an example to follow. Superb historical drama, with a quick pace, which I appreciate (most 'historical' movies seem to drag in my humble opinion). Matthew Fox as the protagonist was well chosen, and Tommy Lee Jones did a passable job as General MacArthur. It was funny-- seeing the synopsis for the flick I got the impression that this was about MacArthur in his role as the new Shogun of Japan. I was pleasantly surprised that this was a movie about the very early days of the American occupation of Japan, with the emphasis on the transfer of power from the old guard to the new. I liked it. What I believed detracted from the story was the subplot of the pre-war romance between Fox's character and a Japanese woman. While necessary to explain how Fox (Brigadier General Fellers) ended up in the position he was in, I thought it was overdone and kind of sappy. Again, only MY opinion. Of historical note-- I'm sure because of time constraints, General Fellers' background story did not include that he had been with MacArthur as an aide in the Philippines before the war, and that Eisenhower did not like him so after an event where Fellers had been sending very accurate and detailed reports about British Army units in North Africa to superiors in Washington, the Germans had broken the encryption and read every single report sent, Eisenhower was only too happy to send Fellers elsewhere. The real question that should have been asked, in my opinion, is not whether he countersigned the order for Pearl Harbor, (he almost certainly did), but whether Hirohito was directly responsible for the atrocities committed by Japanese troops, (almost certainly not). After arresting Tojo, the Supreme Commander for the Allied Powers, General of the Army Douglas MacArthur informs Fellers that Emperor Hirohito can't be tried as a war criminal. Doing so could lead to a revolt, but the American people want the Emperor to stand trial for Japan's actions. MacArthur gives Fellers ten days to investigate the Emperor. When Takahashi informs Fellers that Aya's Tokyo apartment was bombed, he orders him to investigate her hometown, Shizuoka. Fellers and his staff compile a list of people who advised Emperor Hirohito when the war started. None of the Japanese who are friendly to the Americans are among them and they resort to Tojo for more information. He gives them the name of Fumimaro Konoe, the former prime minister. Fellers then asks Konoe's if the Emperor was responsible for starting the war and Konoe gives no conclusive evidence, but directs Fellers to Kōichi Kido, Lord Keeper of the Privy Seal. While Fellers waits to meet with Kido, Takahashi informs Fellers Kido will not show up. Fellers soon after recalls his 1940 visit to Tokyo when he reunited with Aya, then an English teacher. He learns Aya returned to Japan after her father became ill and died. After a banquet at MacArthur's residence, Takahashi informs Fellers that Shizuoka was bombed; Fellers immediately travels there. He is devastated by the damage and orders Takahashi to find a list of the dead. Fellers recalls his visit to Aya's uncle, General Kajima, for help with a paper on the mindset of the Japanese soldier. Kajima insists if the United States and Japan were at war, the Japanese would win because of the Japanese soldier's sense of duty to the Emperor. When Fellers returns to Tokyo, he decides he must interview Teizaburō Sekiya, a member of the Privy Council. Sekiya, like Konoe, does not give any evidence to exonerate the Emperor. During Fellers' interview with Kido, he discusses the time before the Japanese surrender. The Supreme Council's deadlock between those in favour of surrender and those who were not led the Emperor to address the Council. Because there were strong militarists in the Imperial Army, the Emperor made an audio recording of his order to surrender. Before the recording could be broadcast, the militarists attempted a coup and attacked the Imperial Palace. The Emperor and Kido survived and broadcast the recording. Unfortunately for Fellers, the other witnesses committed suicide and all records were destroyed, leaving him only with Kido's testimony. Kido informs Fellers the Emperor's role is, in actuality, a ceremonial one and the Emperor was influential in ending the war. Fellers decides to visit General Kajima, who was also Aya's uncle. General Kajima explains to Fellers that the Japanese people are selfless and capable of great sacrifice as well as unspeakable crimes because of their devotion to a set of values. Kajima does not know if the Emperor is guilty, but he notes his role in ending the war. He gives Fellers a box of folded letters written by Aya to Fellers and learns Aya died in an Allied bombing raid. Fellers concludes it cannot be determined whether the Emperor is guilty or innocent, but his role in ending the war was significant. He gives his conclusion to MacArthur, who is displeased because of the lack of conclusive evidence. Fellers argues the Emperor should be exonerated as the Allies agreed they would allow Japan to keep him as the head of state. MacArthur orders Fellers to arrange a meeting between him and the Emperor. Before the Emperor arrives, Fellers informs MacArthur of his role in diverting Allied bombers away from Shizuoka. MacArthur replies because no American lives were lost because of it, he will turn a blind eye. When Emperor Hirohito arrives, he offers himself to be punished rather than Japan. MacArthur states he has no intention of punishing Japan or Hirohito and wishes to discuss Japan's reconstruction.
