以下のようにすれば install 出来る。

gem install nokogiri

ただし Cygwin では libxml2-devel, libxslt-devel が必要だった

追記: 2014-03-18
Cygwin に install したところ、以下のような感じで documentation のコンパイルで沈黙してしまい1時間くらい放置しても進まない。

$ gem install nokogiri

予め libxml2-devel, libxslt-devel をいれておいても駄目。
いつの頃からか nokogiri の方で libxml2, libxslt を調達するようになっているらしく、マルチバイト対応で腐ってるみたい。
