It¡Çs a country surrendering to a new identity and era, in which optimism is quaint and the frontier anything but endless. There¡Çs a feeling of helplessness that makes the political horizon, including the coming midterm elections, especially unpredictable. Conventional wisdom has seldom been so useless, because pessimism in this country isn¡Çt usually this durable or profound. Americans are apprehensive about where they are and even more so about where they¡Çre going. But they don¡Çt see anything or anyone to lead them into the light. They¡Çre sour on the president, on the Democratic Party and on Republicans most of all. They¡Çre hungry for hope but don¡Çt spot it on the menu. Where that tension leaves us is anybody¡Çs guess. Much of this was chillingly captured by a Wall Street Journal/NBC News poll from early August that got lost somewhat amid the recent deluge of awful news but deserved closer attention. It included the jolting finding that 76 percent of Americans ages 18 and older weren¡Çt confident that their children¡Çs generation would fare better than their own. That¡Çs a blunt repudiation of the very idea of America, of what the ¡Èland of opportunity¡É is supposed to be about. For most voters, the national narrative is no longer plausible. The poll also showed that 71 percent thought that the country was on the wrong track. While that represents a spike, it also affirms a negative mind-set that¡Çs been fixed for a scarily long time. As the Democratic strategist Doug Sosnik has repeatedly noted, more Americans have been saying ¡Èwrong track¡É than ¡Èright track¡É for at least a decade now, and something¡Çs got to give. But to what or whom can Americans turn? In the most recent of Sosnik¡Çs periodic assessments of the electorate, published in Politico last month, he wrote: ¡ÈIt is difficult to overstate the depth of the anger and alienation that a majority of all Americans feel toward the federal government. ¡É He cited a Gallup poll in late June that showed that Americans¡Ç faith in each of the three branches had dropped to what he called ¡Ènear record lows, ¡É with only 30 percent expressing confidence in the Supreme Court, 29 percent in the presidency and 7 percent in Congress. The intensity of Americans¡Ç disgust with Congress came through in another recent poll, by ABC News and The Washington Post. Typically, Americans lambaste the institution as a whole but make an exception for the politician representing their district. But in this poll, for the first time in the 25 years that ABC and The Post had been asking the question, a majority of respondents ? 51 percent ? said that they disapproved even of the job that their own House member was doing. So we can expect to see a huge turnover in Congress after the midterms, right? That¡Çs a rhetorical question, and a joke. Congress wasn¡Çt in any great favor in 2012, and 90 percent of the House members and 91 percent of the senators who sought re-election won it. The tyranny of money, patronage, name recognition and gerrymandering in American politics guaranteed as much. Conventional wisdom says that President Obama¡Çs anemic approval ratings will haunt Democrats. But it doesn¡Çt take into account how effectively some Republicans continue to sully their party¡Çs image. It doesn¡Çt factor in how broadly Americans¡Ç disapproval spreads out. Conventional wisdom says that better unemployment and job-creation numbers could save Democrats. But many Americans aren¡Çt feeling those improvements. When asked in the Journal/NBC poll if the country was in a recession ? which it¡Çs not ? 49 percent of respondents said yes, while 46 percent said no. The new jobs don¡Çt feel as sturdy as the old ones. It takes more hours to make the same money or support the same lifestyle. Students amass debt. Upward mobility increasingly seems a mirage, a myth. ¡ÈPeople are mad at Democrats, ¡É John Hickenlooper, the Democratic governor of Colorado, told me. ¡ÈBut they¡Çre certainly not happy with Republicans. The Howards decide to sell their house, liquidate their assets, drop out of society, "like in Easy Rider ", travel the country in a Winnebago recreational vehicle, they leave L. A. with a "nest egg" of a hundred thousand dollars but do not get far. The plan goes awry when Linda loses all their savings playing roulette at the Desert Inn Casino in Las Vegas, where a desperate David tries in vain to persuade a casino manager to give the money back as a publicity gimmick. S. states of Arizona. It was constructed between 1931 and 1936 during the Great Depression and was dedicated on September 30, 1935, by President Franklin D. Roosevelt, its construction was the result of a massive effort involving thousands of workers, cost over one hundred lives. Known as Boulder Dam from 1933, it was renamed Hoover Dam, for President Herbert Hoover, by a joint resolution of Congress in 1947. Since about 1900, the Black Canyon and nearby Boulder Canyon had been investigated for their potential to support a dam that would control floods, provide irrigation water and produce hydroelectric power. In 1928, Congress authorized the project; the winning bid to build the dam was submitted by a consortium called Six Companies, Inc. which began construction of the dam in early 1931. Such a large concrete structure had never been built before, some of the techniques were unproven. The torrid summer weather and lack of facilities near the site presented difficulties. Six Companies turned the dam over to the federal government on March 1, 1936, more than two years ahead of schedule. Hoover Dam impounds the largest reservoir in the United States by volume; the dam is located near Boulder City, Nevada, a municipality constructed for workers on the construction project, about 30 mi southeast of Las Vegas, Nevada. In 1902, the Edison Electric Company of Los Angeles surveyed the river in the hope of building a 40-foot rock dam which could generate 10, 000 horsepower. However, at the time, the limit of transmission of electric power was 80 miles, there were few customers within that limit. Edison allowed land options it held on the river to lapse?including an option for what became the site of Hoover Dam. In the following years, the Bureau of Reclamation, known as the Reclamation Service at the time considered the Lower Colorado as the site for a dam. Service chief Arthur Powell Davis proposed using dynamite to collapse the walls of Boulder Canyon, 20 miles north of the eventual dam site, into the river. The river would carry off the smaller pieces of debris, a dam would be built incorporating the remaining rubble. In 1922, after considering it for several years, the Reclamation Service rejected the proposal, citing doubts about the unproven technique and questions as to whether it would in fact save money. In 1922, the Reclamation Service presented a report calling for the development of a dam on the Colorado River for flood control and electric power generation; the report was principally authored by Davis, was called the Fall-Davis report after Interior Secretary Albert Fall. The Fall-Davis report cited use of the Colorado River as a federal concern because the river's basin covered several states, the river entered Mexico. Though the Fall-Davis report called for a dam "at or near Boulder Canyon", the Reclamation Service found that canyon unsuitable. One potential site at Boulder Canyon was bisected by a geologic fault. The Service found it ideal. Despite the site change, the dam project was referred to as the " Boulder Canyon Project ".
