忘却からの帰還〜Atomic Age

1962年のキューバ危機の時の、キューバ空爆実施時のKennedy大統領演説予定原稿。実際には実施されなかったので、そのまま秘密になっていた。この演説では、通常兵器による、キューバ核兵器施設の破壊を作戦目的としており、ただちに核戦争が始まるわけではない。しかし、実際に核戦争が始まるときは、大統領演説をしている余裕はないだろう。したがって、これが事実上の開戦演説となっていたかもしれない。

My fellow Americans: With a heavy heart, and in necessary fulfillment of my oath of office, I have ordered — and the United States Air Force has now carried out — military operations, with conventional weapons only, to remove a major nuclear weapons build-up from the soil of Cuba. This action has been taken under Article 51 of the Charter of the United Nations and in fulfillment of the requirements of the national safety. Further military action has been authorized to ensure that this threat is fully removed and not restored.

アメリカ国民の皆さん。私は悄然と、キューバの地に配備された核兵器を排除するために、私は通常兵器のみによる軍事作戦の実行を命じ、アメリカ空軍はその作戦を実行しています。この軍事行動を、国連憲章51条のもとで、国家安全保障義務履行のために、実行しています。この脅威を完全に除去し、再構築されないようにするための、軍事行動を許可しました。
